Harriette Fox, CEO of Incenter Strategies and
co-director of the Maternal and Child Health Policy Research Center,
is a nationally recognized expert in child and adolescent health
policy -- particularly in efforts to align public and private
health care financing with innovative service delivery. A widely
published author, her work has focused on access to care for low-income
youth and those with physical and mental health problems, federal
and state health insurance reforms, managed care policies, and
the design of public programs. Her expertise is a resource for
federal, state, congressional, and foundation officials. Most
recently, she served on the Institute of Medicine's Committee
on Adolescent Health Care Services and Models of Care for Treatment,
Prevention, and Healthy Development. Ms. Fox received a HUD Graduate
Fellowship in Urban Planning and holds a Master of Social Services
degree from the Bryn Mawr Graduate School of Social Work and Social
Research.
Margaret A. McManus, MHS

Margaret McManus, president of Incenter Strategies
and co-director of the Maternal and Child Health Policy Research
Center, has written numerous reports and articles concerning health
care delivery and financing issues for youth and their families.
With Ms. Fox, she has directed several national projects on health
insurance coverage of adolescents and children with special needs.
For more than 20 years, Ms. McManus has been a consultant to American
Academy of Pediatrics on a broad range of financing policy statements
concerning Medicaid, SCHIP, and private health insurance. She
recently directed a federally funded project on improving access
to pediatric subspecialty care. Ms. McManus received a Watson
Fellowship and has a Masters in Health Sciences from Johns Hopkins
School of Public Health.
Stephanie J. Limb, MA

Stephanie Limb, financing policy director at
Incenter Strategies, has worked in the health policy field for
more than 10 years and has been on the staff of the Maternal and
Child Health Policy Research Center since 1999. She is an expert
in the areas of Medicaid, SCHIP, and managed care and has conducted
numerous state surveys and on-site program assessments of financing
policies affecting children's access to care. Ms. Limb received
a University Policy Studies Fellowship and holds a Master of Arts
in philosophy and public policy from George Washington University's
Columbian College of Arts and Sciences.
Wanda Whitney, PhD, MLS, AHIP

Wanda Whitney, senior information specialist
at Incenter Strategies, has worked at Johns Hopkins Bayview Medical
Center, the National Library of Medicine, the Delaware Academy
of Medicine, the National League of Cities, and the Library of
Congress. Prior to her extensive work in library sciences, Ms.
Whitney was an assistant professor and teacher of Spanish. She
holds a PhD in Spanish from Temple University and a Masters in
Library Science from the University of Maryland.
Marian Sandmaier
Health Editor and Writer
Marian Sandmaier, health editor and writer at
Incenter Strategies, has more than 30 years experience writing
for health-related and other publications, including The Psychotherapy
Networker, The New York Times Book Review, and The Washington
Post. She has written for numerous NIH agencies, including
NHLBI, NICHD, NIAAA, and NIMH. Ms. Sandmaier is the recipient
of the June Roth Memorial Award for Medical Journalism from the
American Society of Journalists and Authors (ASJA) and the ASJA
award for essay writing and is a graduate of the University of
Pennsylvania.
Celia Straus
Media and Communications Specialist
Celia Straus, media and communications specialist
at Incenter Strategies, has 25 years experience writing and producing
for print, film, and interactive media. She has scripted programs
for PBS, Discovery, numerous cable channels, Fortune
500 companies, and international nonprofit organizations. She
produced and scripted the award winning documentary, Ruthie
B Ruthie B. Most recently, Ms. Straus wrote and produced
Panicky Sheep, a full length feature documentary on the
stock market. Her work has won over 100 national awards. She is
the author of three best-selling books. Ms. Straus holds a Master
of Arts from Georgetown University.

Anise Hayes, research analyst at Incenter Strategies,
previously conducted research for the Detroit Catholic School
Alliance. She is a graduate of the University of Michigan.

education experience. Ms. Bogden received her undergraduate degrees
from Michigan State University and Oakland University.

Tabitha Beck, intern at Incenter Strategies,
previously conducted legislative research for ASPIRA, a Latino
youth association, and has several years experience working in
communications for the Family, Career, and Community Leaders of
America. Ms. Beck received her Masters of Public Policy from George
Mason University.
